In my experience, Lock On certainly qualifies as a sim although modern airwarfare is not my thing. Will the P-38 get compression lock if you dive too fast without using your speed break? Does the A-10 stall at 100 knots without some flaps when full of fuel? Do you need to apply flaps when taking off fully loaded? Things like that. What I mean by flight sim, is the flight model accurate to the plane you are flying in game. Are those flight sims though? I thought Lock On was an arcade style flight game.
